2025 Human Rights Report of Afghan Refugees 《VOICES OF THE ERASED》


This report was produced with the support of the Gipum Nanum International.


Based on desk research, interviews with 18 Afghan refugees residing in Iran, Pakistan, and South Korea, and consultations with local support organizations, ADI documents the worsening human rights situation following the Taliban’s return to power. The report shows that vulnerable groups—including women, children, and the Hazara community—are facing systematic persecution such as denial of education and employment, restrictions on freedom of movement, and a rise in child and forced marriages.


Afghan refugees who crossed borders into Iran and Pakistan are confronting severe inhumane treatment, including assault, extortion, and forced deportation. Afghan refugees staying in South Korea are also experiencing hardship due to prolonged asylum procedures and the lack of adequate institutional protection. The report points out that “amid legal loopholes and indifference from the international community, refugees are being pushed into yet another cycle of danger.”


Through this report, ADI calls for an end to persecution by the Taliban, a halt to forced deportations by Iran and Pakistan, and improvements by the South Korean government in refugee recognition rates and expanded access to national health insurance.
