On August 28, 2017, security forces from the Myanmar military, Border Guard Police, and Rakhine civilians attacked the village of Borgozi Bil, located in Maungdaw, Rakhine State. The 80-100 assailants besieged Borgozi Bil between 4:00 p.m. and 5:00 p.m. and killed and injured Rohingya villagers. Security forces sprayed gunfire indiscriminately and recklessly, including from helicopters circling overhead, thereby killing and injuring villagers. Security forces threw dead bodies into burning fires and into the river. The Rohingya could not collect or bury their dead. Security forces raped Rohingya women. The military arrested up to 130 people, with some still languishing in jail in Buthidaung. The military falsely accused the Rohingya of being militants and fabricated evidence by forcing the Rohingya to hold long knives and taking photographs of them. Security forces burned down 400-500 Rohingya homes, setting the fires by shooting launchers and with gasoline. They burned elderly Rohingya villagers to death inside their homes. In the terror after such mass-scale violence and killing, Borgozi Bil villagers escaped to Bangladesh, where they now live in temporary tents inside precarious refugee camps.
Asian Dignity Initiative carried out in-depth interviews with selected victim-survivors in refugee camps in Bangladesh. The purpose of this report is to advance truth-seeking in order to support and aid the Rohingya victims of mass-scale violence, as well as to promote and actualize transitional justice. In addition, a criminal trial to hold perpetrators responsible for their horrific actions will ultimately require the submission of relevant evidence to the authorities.
In this report, Asian Dignity Initiative sought to explain how the Rohingya suffered from systematic destruction between 2012-2016, as well as to demonstrate that the atrocities committed on August 28, 2017 and on November 12-14, 2016 in the village of Borgozi Bil followed the pattern of genocide and ethnic cleansing. Therefore, our view is that the international community needs to actively intervene and take steps to address the situation.
