At 8:00 a.m. on August 30, 2017, Myanmar security forces, including the military and Border Guard Police, attacked the village of Tula Toli, located in Maungdaw, Rakhine state. The security forces entered Mura Para, opened gunfire, and burned down homes. Security forces took groups of five to six women to houses in Chor Para more than a dozen times, raped the women to death, and burned down the houses. Security forces and civilians from other ethnic minorities, who were acting under the order of the military and Border Guard Police, looted property and burned houses. The massacre continued until dark. The massacre in Tula Toli will be remembered as a most horrific operation. Led by the security forces of Myanmar, it stands out as the most extreme of military aggressions that began on August 25, 2017. The “Clearance Operations” against so-called terrorists turned out to be nothing but a pretext.


Asian Dignity Initiative conducted preliminary individual and focus group interviews of over 20 survivors of the Tula Toli massacre for four months starting from October 2017. We carried out in-depth interviews with Tula Toli massacre survivors and witnesses from February to April 2018 and from August to September 2018, for approximately about five months. Plus, Asian Dignity Initiative interviewed 105 individuals: 73 survivors from Tula Toli, and 32 survivors from Whykhong and Diyol Toli, the neighboring villages of Tula Toli. Eighty-six were men, and 19 were women.


Asian Dignity Initiative concludes that systematic destruction of Rohingya villagers in Tula Toli since 2012, as well as the massacre of August 30, 2017, constitute genocide under the Convention on the Prevention and Punishment of the Crime of Genocide. Therefore, our view is that the international community needs to actively intervene and take steps to address the situation.
